Pastor Rucker pastor's a multi-cultural Full Gospel Inter-denominational Christian Fellowship in Virginia Beach, Virginia. He accepted Jesus Christ as Lord and Savior in Guam,  Immediately he was called to leadership of the Guam Gospel Fellowship. He served as Protestant Lay Leader on various Naval commands. Pastor Rucker was a faithful member and worker in The City of Refuge Christian Church - Hawaii from April 1985 through September 1988. On September 1, 1988, he was Commissioned to Chief Warrant Officer (W-3) and relocated to Virginia Beach, Virginia where he retired and in October 1991, started The City of Refuge Christian Church of Virginia.

Pastor Rucker receive his BA Degree in Religious Studies from St. Leo University (Cum Laude).
